1. Start

   8. Check whether there are upgrade files in the upgrade buffer. If yes, upgrade the buffer. Note that the backup is upgraded.
   9. Load configuration file: Default global configuration file, global configuration file, Personal Configuration File run
   10. Log Record: version of the configuration file
