Solid character decoding garbled help!!!

Var_dump (html_entity_decode ($content = ' <p>?</p> ', ent_quotes));

Server turn out will be garbled, simplified characters are normal, should be the problem of traditional characters.

Local tests are normal. Local is the Windows Server is Linux
