In fact, just make sure that the CMD client and MySQL both encode the same. But the reality is that cmd defaults to GBK, while MySQL is generally utf8. So we need to tell MySQL in cmd:

--cmd this side sent to MySQL is GBK.

The data requirements that--CDM this side accept are GBK.

This is similar to the PHP code, with set names GBK.
