There are many introductions to this issue on the Internet. Some say that WST is downloaded separately, but it does not always work. I will prompt that WST cannot be found.
Later, I found another answer saying that I want to download the RCP version of eclipse. I cannot use the default eclipse installed in javastn. I tried it and removed the original eclispe as shown in the following figure, re-installing RCP really solves the problem.

Uninstall the original eclipse command:Sudo apt-Get autoremove eclipse

The eclipse folder will be saved in the current directory, which contains the eclipse executable file. Double-click to start eclipse.
