Solution to "ORA-22990: Lob locator unable to scale transaction processing" when OTL operates Oracle blob

I don't know how to catch this exception, it's not of the otl_exception type, but when debugging, it was found that it was indeed "ORA-22990: Lob locator could not extend transaction processing ".
