Solution to the "ORA-12541: TNS: No listener" Problem in Oracle 10g

Start --> Oracle InstallationProgramAccording to --> net configuration Assistant

Select Listener Configuration --> next --> Add (generally, the server configuration may cause problems, so Add a new listener) --> Add a listener name (the name of the database to be accessed is generally used as the listener name) --> select TCP --> select default. Return to the logon page, choose --> select local net name service configuration --> select reconfiguration --> select the Net Name (generally the global database name) --> enter the local IP address, select the default value, and enter the IP address of the Local Machine to restart the service.
