The standard csv is like this.
"Abcd", "a", 123
The values of the three columns are abcd, a ", and 123.

Double quotation marks can be omitted in case of no ambiguity.
Aaa, bb, cccc

However
Aaa, Chinese character, 123
In this way, php5.3 can only read the content in columns 1 and 3, and the 2nd column is empty.
