SQL server2008 checks whether a pending computer restart is required. Suspending a restart causes Setup to fail.

Workaround:
   1, if after restarting, as invalid,
   2, then go to the Registry Editor, by modifying the registry method to resolve. In addition to removing the LJ files that were left in the SQL installation, you must also do the following: Enter regedit in Start-run, go to Registry Editor, and then look for hkey_local_machine\system\currentcontrolset\ Control\session Manager, find the "PendingFileRenameOperations" value and delete all of the data, and then you can install SQL Server properly
