Workaround:

1, configure firewall allow 1433 port (also can directly shut down the firewall, of course, not recommended)

2. Open SQL Server Configuration Manager-network configuration, enable named Pipes and TCP/IP protocol, where the TCP/IP protocol properties are set as follows

3. Restart the SQL Server (MSSQLSERVER) service

This allows you to connect to the database using an IP server.
