I installed the VS2017, Baidu on the Internet a bit method, removed the pre-installed Microsoft SQL Server Express LocalDB, again open the server configuration Manager, can be configured

SQL Server Browser failed to start, double click, select Service, change startup mode to Auto

Open VS2017, you can connect to the database
