2. Join
   IOS Developer Program becomes an apple developer.

   You can write applications and test them in IOS simulator without having to join the program. However, you can test and distribute applications on devices only when you join the program. After joining the program, you can also access the IOS Dev center and iOS provisioning portal. If you join now, you can perform all the steps in the roadmap, including testing the application on the device.
