Steps and methods for evaluating enterprise system

System construction is one of the three basic tasks of enterprise management. The other two basic tasks are process construction and enterprise culture construction. If an enterprise has a system, it does not mean it has a management system. Only an executive system is management. System design only lays the foundation for management, and whether it can be implemented is the key. Therefore, after the system design is complete, the next task is to evaluate the system and check whether the system conforms to the actual situation of the enterprise and whether the system is feasible. The enterprise system can be evaluated by internal employees or third-party professionals. This article describes the steps and methods of system evaluation from the perspective of third-party evaluation for enterprise managers.

System evaluation includes system evaluation and single system evaluation. No matter system evaluation or single system evaluation, enterprises must establish a leading group for enterprise system evaluation with third-party experts. The enterprise director is the leader of the system evaluation leading group and the expert is the deputy leader, the system owner is a member of the Leading Group, the enterprise system design owner is the project office director, and a project Secretary is also set up. The project leading group should formulate the principles, methods, objectives and project promotion plans for enterprise system evaluation, and the office director should coordinate the project progress. The project delegate service project leader team should follow up the evaluation progress and sort out the evaluation documents.

First, we will introduce the ideas and methods for evaluating the system.

System evaluation refers to the overall evaluation of all enterprise systems, it mainly evaluates the integrity of the enterprise system, the coordination of the system, the complementarity with the Process System, the compatibility with the enterprise culture, and the matching degree with the enterprise development stage.

1. the integrity of the system refers to whether the entire system family has an important system missing. For example, does an enterprise have a written system for people, finance, things, production, R & D, technology, quality, market, customer, procurement, and logistics, can we ensure that the main work is "rule-based ".

2. Coordination of the system refers to the absence of overlapping, or conflict between written systems. There cannot be conflicts or inconsistencies between the system and the system, or both sides are different. We cannot talk about each other and fight against each other.

3. complementarity with the process system means that if there is a process specification, there is no need to repeat the system, and at the same time ensure that the two are mutually compatible and complementary. The flowchart is the extension and supplement of the system. For enterprises with sound process systems, the number of systems may be reduced, and the content of the system is more concise.

4. Compatibility with corporate culture means that the system regulations cannot conflict with the enterprise's value system. The enterprise culture cannot be "people-oriented", but the system rules completely ignore employee safety, and only pursue the value of profit without considering others. Or corporate culture requires sincere hospitality, and regulations require employees to do whatever they want.

5. matching with the enterprise's development stage, that is, matching with the enterprise's strategy, means that the system content cannot be out of touch with the enterprise's strategy, cannot deviate from the strategic direction, and cannot go beyond the reality, it must be highly accurate, executable, and executable.

System evaluation is also called overall evaluation. The overall evaluation is jointly discussed and evaluated by the Leading Group of the enterprise system evaluation project. Experts formulate detailed evaluation criteria. After the evaluation criteria are approved by the Leading Group, they are carried out according to the evaluation plan agreed by both parties. The project office director is responsible for following up on schedule.

In fact, the evaluation of enterprise system cannot be completely separated from that of a single system. The overall evaluation must be done, but after the overall evaluation is completed, it is not possible to immediately conclude whether the system is qualified or not, and the overall evaluation conclusion can be concluded only after the individual system is evaluated one by one.

Whether a single system is feasible or qualified can be evaluated from the following nine aspects: sequential number, standardized name, clear purpose, responsibility arrival, clear object, unique operation, clear rewards and punishments, specific timeliness, and clear interface. A single system evaluation is conducted by project leading group members according to their respective jurisdictions, with the participation of system designers and system execution staff representatives, alternatively, a number of evaluation teams should be set up for discussion and review based on the evaluation criteria that have been discussed and approved by the enterprise evaluation project leading group. Each group should complete the evaluation within the specified time, report the evaluation conclusion list, and the enterprise evaluation project leading group will conduct an overall evaluation to make the overall evaluation conclusion. Experts and project team members sign the evaluation conclusion to show their responsibilities.

No matter what type of assessment meeting, there must be representatives of employees to participate in. The system design must fully reflect the opinions of employees from all walks of life, so as to ensure that they are recognized and practical.
