SVN Clean up Error solution

Problem Description: SVN executes the clean up command times wrong "Previous operation have not finished; Run ' cleanup ' if it was interrupted ".
Whether you go to that parent's directory to execute "clean up", it's the same error. When executing cleanup, prompt to cleanup. Looks like it's going into a dead loop.
1. Download Sqlite3.exe to. SVN in the same directory
2. Press the SHIFT key to open the CMD window in this directory
3. Execution: Sqlite3. svn/wc.db "SELECT * from Work_queue"
4. View the execution result (that is, the unfinished command)
5. Execution: sqlite3. svn/wc.db "Delete from Work_queue"
6. Re-execute the Clean up command on the folder
