TCL/TK replacing Gif/png pictures with base64 encoding

In implementing the TCL program, when you encounter a similar need to add an icon to the menu bar, if you directly refer to the icon, these icons need to be archived in the appropriate folder. If you encode these images base64, you can avoid this problem by referencing them.
Note: Base64 need to install Tcllib.
