This patch fixes several bugs in the flowchart designer-tree list. Because a user proposes a flowchart that needs to be Submitted multiple times, the submitted flowchart will not be deleted in the unsubmitted flowchart, then, the comment (submitted) is canceled because the comment will cause an exception in displaying the flowchart.

By comsci 2013.6.26 thanks to the prompts from a Guang and other friends, it is sometimes difficult for me to find this bug .....
