It's a system problem.
The IFRAME is to be executed by the browser after it is sent to the browser
But you suspend PHP for 3 seconds (Sleep (3)), so the IFRAME will not be sent until PHP re-run the page

Sleep is a PHP method, and HTML has to be returned to the browser after PHP has been executed.
