The kbdrate function is to adjust the input delay and rate
Command format:
Kbdrate [-S] [-R rate ] [-D delay ]
Note: Rate is a numeric, Intel-based system that allows a range of 2.0 to 30.0 CPS, a SPARC-based system with a permissible range of 0 (non-repeating) to the CPS
Delay is a numeric value that allows a range of 250ms to 1000ms, but the only possible value (based on hardware limitations) is: 250ms,500ms,750ms,1000ms.
