1. Find the Weblogic installation directory, the domain configured for the current project

2. Find the setdomainenv. CMD file under bin.

3. open the file and search for the first set java_options = % java_options % from the end of the file (this should be the last-to-last line, except for empty lines ),

Set java_options = % java_options %-dfile. Encoding = UTF-8
