Tutorial Step 1th
Open Photoshop to create a new document. mixed with background black and red (#160000). Then use the car without background image. The idea for this first step is that our image gets the contours of the car. To do this, it's easy. Copy the car's layer to create a new layer. It is renamed "base" and hides the original. Go to Image > Adjust > Reverse phase.

Then go to the filter > Styling > Find the Edge. Repeat the same thing again with another layer, but use a hard light blending mode. After that, you can merge into one of the 2 layers.
2nd Step
Your image will look like this:
3rd Step
Now that we've got the silhouette of the car, we'll have to apply for the lighting effect, so it looks like a burning car.
On the same level, we created in step 1th, let's apply Gaussian blur. Go to filter > Blur > Gaussian blur. Depending on your decision to work, the value will be different. In my case, I use a radius of 1.6. After that, change the blending mode into pebbles.
The duplicated layers maintain the same blending mode, but we apply the Gaussian blur again, to fitler> blur > Gaussian blur, and use 3.6 pixels. Name this layer as "top". The first step in the copy layer, we created the merge. Then repeat the first layer and rename it to red, go to Image > Adjust > Hue and Saturation. Select coloring to change the saturation to 100. This layer of blending mode will overwrite.
Let's repeat this to create the yellow version. Go to Image > Adjust > Hue and Saturation and use Hue 40. Do the same again to create an orange version, and then use the hue and saturation-22.
Change the opacity of the yellow and orange layers to 50% and put them inside the folder. You can do this by selecting and going to Layer > group layer. Then select the group to the layer ">" vector mask, and then remove the contour in the rear of the car.
4th step
Our influence is quite a lot. Now, let's copy the original layer and we hide in step 1. Select it, go to image > Adjust > Hue 1 saturation. Select coloring to change the saturation to 100. This layer is placed in a folder and renamed it to come to the car.
