The ACTIVEMQ service does not start properly

Workaround:

After a very hard investigation, we found that one of Windows's services is taking over the port Internet Connection Sharing (ICS) to shut down the service.

This is a very frustrating question. Using Netstat-an also does not query the ports that this process occupies. Different environments may occupy different programs.
