The China SME Development Index is a comprehensive index reflecting the economic performance of small and medium-sized enterprises (excluding individual businesses) in China, through the investigation of small and medium enterprises in the eight major industries of the national economy, the use of small and medium enterprises to determine the operation of the industry and the status of production and operation of enterprises.

In the process of industry selection, according to the contribution of the national economy to GDP, we have selected eight industries, such as industry, construction industry, transportation postal warehousing, real estate, wholesale and retail, information transmission, computer service and software industry, lodging and catering industry, social service industry and so on. The survey content of each industry, including eight aspects, namely: macroeconomic feeling, Enterprise comprehensive operation, market, cost, capital, input, benefit, labor force. In the specific investigation process, taking into account the characteristics of different industries, eight sub-items within the detailed survey of a difference. The eight sub-indices are explained in the following table:

Capital Index	From the enterprise's liquidity, accounts receivable, and financing and other aspects of the situation to reflect the financial situation of the enterprise.
Input Index	From the enterprise's fixed assets investment, science and technology investment and so on to reflect the enterprise's input status.
Benefit Index	From the profitability of the enterprise (zengying or mitigation) to reflect the effectiveness of the enterprise.
Labor Index	From the supply of labor, demand to reflect the comprehensive situation of the labour force, in particular, the general labour force, skilled workers, as well as college graduates and above the supply and demand situation.

The China SME Development Index survey took a PPS sample and surveyed 2,500 small and medium-sized companies quarterly. The total sampling error does not exceed 2%, the industry error is not more than 10%, the confidence reaches 95%. The survey uses the diffusion index method to calculate the development index of China's small and medium-sized enterprises through the combination of enterprise investigation and telephone interview. The value range of the Smedi is between 0-200: (1) 100 is the exponential boom-critical value, indicating that the economic situation changes little, (2) 100-200 is a boom interval, indicating that the economic situation tends to rise or improve, the closer to 200 the higher the boom; (3) 0-100 is the boom zone, Indicates that the economic situation tends to decline or worsen, the closer the 0 the lower the boom.
