The Win7 system cannot find the attachment in the Start menu.

From the Start menu, click Run. As shown in figure:

Type a command in the command bar to invoke the relevant tool. For example, type MSPaint and invoke the paint tool.

Calling tools with commands is just a stopgap. For later use, it is best to copy a shortcut from the other normal working computer to the starting function table and put it on your machine.

Enter the path in the Address bar:%systemdrive%programdatamicrosoftwindowsstart menuprograms. As shown in figure:

Copy the Attachment folder. Then go back to your computer and paste the Attachment folder overlay along the same path, replacing the original folder.

By using the steps above we can get back to the missing Start menu attachment in the operating system.
