"All"-the default. no networking restrictions; player  
behaves normally.  

"Internal"-swf files may not call  browser navigation or  
Browser interaction apis, but may call  any other networking  
apis.  

None-swf files may  not call any networking APIs, nor  
any swf-to-swf  communication apis.
