1. Click on the lower left corner to Start menu, select Control Panel

2. Double-click Regional and Language Options

3. Switch to the "Language" tab and click "Details" button

4. Switch the top tab to "Settings" and select the "Language bar" button

5. Check the first option "show the Language bar on the desktop" and the third option "Show other Language bar icons in the taskbar" and click "OK" to save the exit.
