But the manager app, which accesses the tomcat via the extranet, reported 403 errors

The reason is that Tomcat has an IP limit that allows the virtual machine to get into the manager app for hot deployment, but outside can access the Tomcat home page and click on the Manager app to report 403 errors. Therefore, it is also necessary to cancel the restriction. Comment out the following contents of the Webapps/manager/meta-inf/context.xml folder under the Tomcat folder.
