Create a new TOMCAT7 or 8 in eclipse, and after that, Tomcat can start normally, but the browser problem localhost:8080 not accessible.

The workaround is as follows:

Double-click Tomcat in the server in eclipse

The configuration interface for Tomcat appears

Then, in the server locations, select Deploy path to the WebApps directory in the Tomcat directory, and then save and restart Tomcat after the problem is resolved
