Tomcat launched in Eclipse under Windows is not garbled, deployed separately to Tomcat under garbled solution

Today we have a very strange problem, debugging in Eclipse, running the project all right, all the coding of the project is a unified UTF-8. However, there was a Chinese garbled character when deploying to Tomcat on its own.
