When you submit a file to SVN, the file may be occupied by another person, and the commit will report a 423Locked error.

First select the file you want to submit right-click menu: "Tortoisesvn->get locks" in the bottom left corner of the dialog box has a steal the locks option, tick this option, you can steal someone else's lock.
