Load the downloaded ISO file with the virtual CD-ROM and click Wubi Install. If not, download the ISO file ... (Remember I used to install on Ubuntu CD, not to download the ISO file)
Unzip the downloaded ISO file to the root of a partition (such as D:/ubuntu) and click Wubi to install. Or not, you still need to download the ISO file ...
Extract the Wubi.exe file from the ISO file and place it in the same folder as the ISO file, then install, still not ...

2. Solutions
I have been puzzled, why we have downloaded the ISO file, Wubi install it to download the ISO file (⊙o⊙)? do so impersonal, why not let us choose the ISO file we have downloaded it? I found the installation directory of Ubuntu, the files and folders in the directory are as follows:

I found the downloaded ISO file under the install folder , and I just put the previous ISO file in the Intall directory to replace it or fail it when it was downloaded .
