The underlying issue appears to be a conflict between the biometric software called digitalpersona and typelibbuilder. nothing has been confirmed but if your having the same issue, and you have a process called dpagent.exe. kill the process and your JavaScript intelliisense will probally start working again.
It is estimated that many of the Dell or HP databases have the digitalpersona fingerprint recognition software. If you delete the dpagent.exe process, it will be OK.
