Ubuntu gedit Tools menu without Manage external tools

This is a permissions issue.

Open a file directly, or do not use sudo to open a file, is the current user is using Gedit, and gedit is root, so you can not modify Gedit,

In the/home/your Uesrname/.config/gedit place, use the Chown command to modify the owning user, get permission to

sudo chown YOUR_USERNAME /home/YOUR_USERNAME/.config/gedit
