Ubuntu installed Pear DB Library, error, please help solve

Ubuntu 14 operating system, pear installed successfully. But execute pear install db-1.7.14.tgz times wrong:

root@von239723900:/var/www/html# Pear Install db-1.7.14.tgz
Could not extract the package.xml file from "db-1.7.14.tgz"
Install failed

One of the pear versions is as follows:
root@von239723900:/var/www/html# Pear Version
PEAR version:1.9.4
PHP Version:5.5.9-1ubuntu4
Zend Engine version:2.5.0
