Run the following command to install Cheese:

sudo apt-get install cheese 

After the installation is complete, open it in Unity Dash to run. If the webcam driver has been loaded, Cheese can output videos from Webcam.

As long as you have a laptop equipped with webcam, it can work, because most USB webcam devices are commonly used in Ubuntu. What you should do is install Cheese and try it out.
