Install CCSM first, open the terminal, and enter the following command:

Start CCSM (Program Panel search ccsm), click Start, select "Ubuntu Unity plug-in", and open "Experimental tab-Panel Opacity" in sequence to set the transparency (value range: 0-1, adjust the slide bar with the mouse to adjust the transparency ).

After the settings, log out of Unity and enter. The top panel is translucent.
