Ubuntu16 in Eclipse startup Tomcat browser cannot access the home page

The problem is that local launch of Tomcat browser access is fine, but in eclipse it starts with a 404 error in local browser access, but can directly access projects deployed under Tomcat.

The most effective solution on the web is to remove the project from Tomcat first, double-click Tomcat, and select the following in the server locations:

This is a very effective solution, and I did so before.

But in Ubuntu16, I put Tomcat in the/usr directory, which is not going to work out anyway.
Solution: Double Tomcat, this time in the home directory, after trying to find that everything is OK.

I don't know if there is a permission limit under the/usr directory, anyway, I tried to assign 777 permissions to the WebApps folder and internal files, and I couldn't solve the access problem.
