Create a folder
sudo MKDIR/OPT/JVM

Unzip the file
sudo tar zxvf eclipse-jee-oxygen-r-linux-gtk-x86_64.tar.gz-c/OPT/JVM

Configure shortcuts
sudo gedit/usr/share/applications/eclipse.desktop

[Desktop Entry]
Encoding=utf-8
Name=eclipse
Exec=/opt/jvm/eclipse
icon=/opt/jvm/icon.xpm
Terminal=false
Startupnotify=true
Type=application

Perform
sudo chmod u+x eclipse.desktop
