The following error is reported when starting:

Workaround:
Go to the following directory: <<weblogic_home_directory>>\wlserver_10.3\server\native\win\x64, copying Files wlntio.dll and paste it into the C:\Java\bin directory (assuming the JDK was previously installed to C:\Java);
However, in fact, my directory is only the folder 32, there is no x64, this need to go online to download a 64-bit file, and copied to the C:\Java\bin directory, reboot is OK!
