Use ArcGIS Server 9.3.1 to publish WFS data, prompting that the returned layer is empty.

The configuration is as follows:

1. Create a document using ArcMAP and name it citypart. mxd.

2. Then, use the tool menu of ArcMAP, add X, Y data, and use OLE to access a table with X and Y coordinates.

3. the vertex layer is added and the reference system is set.

4. Publish the citypart. mxd to ArcGIS Server and publish the map document as a mapservice.
