Using a single filter effect is difficult to show the watercolor effect. The best way is to copy several layers of the original image, plus a different filter, and then modify the picture of the blending mode, superimposed a delicate watercolor effect.

1, first, open the "Tulip" photo, displayed in the background layer.
2, press CTRL + J to copy "Tulip" layer, or go to layer > new > through copy layer.
3, now show the duplicate layer is "Layer 1".
4, right button "Layer 1", select "Convert to Smart Object". or go to Layer > Smart object > Convert to Smart Object.
