1, open the original material, select Menu: Menu Bar-window-adjustment. To adjust the toolbar, click Channel Mixer Adjustment layer.

2, into the "blue" channel, the red and blue set to 0, Green set to 100.

3, the right mouse click on the background layer, converted to smart objects.

4, Ctrl+j copy layer, Gaussian blur 4 pixels.

5, the layer mode is set to "color", we only mix color. Double-click the Filter Mix option icon (lower right red circle below).

6, the mode is also set to "color." The same is the color of the mixed treatment.
 

7. Why do you want to convert to a smart object? Double-click the "Gaussian Blur" in the image below, and we find that we can reset the Gaussian blur value.
After converting to a smart object in CS4, the value of the filter can be adjusted arbitrarily without affecting the content of the layer itself.
