1, create a new document. I set it to 800x600 size. Select the Paint Bucket tool (G) to fill the background with black and then copy a layer (CMD+J).

2, go to "filter > Render > Lens halo" and place the halo in the right place.

3, repeat the second step, and then place a halo to another position that you think is appropriate.

4, go to "Filter > Pixel > Copper Carving", the type is set to short straight line. Repeat copper Carving (cmd+f) about three times.

5, after completing the above steps, go to "filter > Blur > Radial Blur" and set the parameters as follows:

Quantity: 100; Fuzzy method: scaling; quality: good.

6, then, you need "filter > Twist > Rotation Distortion", angle set to 60 or so, click OK.

7, now I don't see any fun, right? Copy the layer (CMD+J) and set the blending mode to lighten. Select the copied layer and use the previous Rotation Twist filter (CMD+F) again.

8, finally looks a bit interesting! Then, repeat the following steps: Copy the layer, blend mode to brighten, select the copied layer and use the previous spin-twist filter (CMD+F) before you reach the desired effect.

9, now select all the same layer, and all merge (Cmd+e). Copy the merged layers, go to edit > Transform > Flip Horizontally, and increase the brightness. Merge these two layers (cmd+e).

10, now go to "image > Adjust > Hue/saturation" or use cmd+u to set the saturation to 100, the background is black and white.

11, go "image > Adjust > Color balance", or simply use cmd+b shortcut keys. The parameters are set as follows:

Shadows: 40/0/-50; Middle tune: 40/0/-40; Highlights: 50/0/-50.

12, after coloring, go to "layer > Adjust > Levels" or shortcut keys cmd+l. The parameters are set as follows: 13/0.55/251. Complete the final effect:
