[VC] VC toolbar icon merging tool (non-tbcreator and visual toolbar)

Toolbar is inevitable for VC development. When there is no artist, we can only do it ourselves most of the time.

The first method is to tile fireworks/photoshop. Currently, most image resources are png images with transparent backgrounds. Although the fireworks tool can directly tile multiple images to generate a toolbar image
