Visualsvn server issue: server sent unexpected return value (403 Forbidden) in response to mkactivit

Visualsvn Server is an integrated SVN server tool that includes MMC management tools. It is a rare good tool for SVN servers.

I encountered a problem today.

Previously, the Subversion on the server is directly used, and it is inconvenient to configure the repository and permissions. Today, the visualsvn server is installed, but the client can check out normally due to such a problem, but an error occurred during check in:

Server sent unexpected return value (403 Forbidden) in response to mkactivity

The server log also records errors:
