Process from MAC layer to physical

Compared with the general r99 channel, HSPA channel introduces harq and other technologies, so several different processing steps are added.

Modify TFRC on the MAC layer to control the channel code used by data and the length of each block. For fast channel quality reporting, ue sends a 5bit CQI (Channel quality indicator ). This CQI is not a physical signal-to-noise ratio, but also a subjective ue capability. UE maps the measured value to one of the specified 32 possible report formats by measuring CPICH.
