Web Application Project XXXX is configured to use IIS. Unable to access the IIS metadatabase. You do not have sufficient privileges to access the IIS website on your computer, xxxxiis

Problem: Use VS to open a project in Windows 8. The following error occurs:
XXXX is configured to use IIS. Unable to access the IIS metadatabase. You do not have sufficient privileges to access the IIS website on your computer.
Solution:
1. Run VS with "administrator privilege" and open the project in the VS menu.
However, the preceding solution is not convenient.
2. Perfect solution:
(1) Right-click the XXXX Project and choose edit XXXX. csprj. To open the project file
(2) Search for <UseIIS> in the open project file and find the attribute Setting section of the Web application.
(3) change the UseIIS segment value from True to False to close the project file.
(4) Reload the XXXX Project.
