WebLogic Thermal Deployment Issues

The most recently deployed project is above WEBLOGIC10. Supposedly 10 already supports hot deployment, but why do I have to restart the server every time I modify the JSP that does not take effect? This is too time-wasting, and later found that my weblogic.xml in the servlet-reload-check-secs is-1, (-1 is never check the update) modified to a positive number on the line, I changed it to 5. This is the time, that is, the time interval at which weblogic each check for changes in the code.
