I. Background
The deep blue background, gives the person steadfast, stable, has the dependable trust feeling.

1. Between the logo and the auxiliary graphics, not using 100% of the line but a soft gradient line. That is, no damage to the head of the unified sense, but also played a distinction between the role of logo and graphics.
2. The background did not use pure white but wiped some shallow gray, not only played an image of the effect, and quite lingering charm. Perhaps inspired by the color of the White House complex, the dust and time left footprints, they are not pure white, or perhaps the implication that Obama is not absolutely perfect person, there is a little flaw. (I think too much "_")

Overall:
Head design, is generally mainly graphic, but in the face of a government-class website, in order to embody the reliability and authority, the designers use the text (rational, simple) as the main element.
The large area of the text will give people a sense of boredom and lack of aesthetic taste, but the designers through the text of the font, color, size, a little bit of decoration and other details on the treatment, make up for the deficiencies.
That embodies the rationality and authority, and avoids the boring feeling, to the Force ~
Three. Navigator
1 mouse over, a dark red line with the top of the red line echoes (dotted box part), simple and capable of beauty.
21 Shallow gradient gray, to distinguish the first level of navigation and level two navigation.
Overall:
The entire navigation does not have a trace of superfluous decoration, simple plain not fancy.
