If you have vim under Windows, there is a directory in the installation directory vimxx (XX stands for the version number). Entering this layer directory, you will find a lot of files and folders, one of which is called Doc is the directory where the document is located. Inside the usr_xx.txt (wherein, XX denotes the sequence, 01, 02, 03 ... ) is the help document.
Taking the author's VIM74 version as an example, the path to the document is as follows:
D:\Program Files\vim\vim74\doc

The Vim online help isn't installed on this Debian gnu/linux system.
Why?
Because the "Vim-runtime" package containing it was not installed.
This may happen if your administrator have chosen to install as only Vim variant
The "Vim-tiny" package. The "Vim-tiny" package contains a minimal version of
Vim compiled with no graphical user interface and only a small subset of
Features in order to keep small the package size.
Since the "Vim-runtime" package was rather huge when compared to "Vim-tiny",
Installing the latter does not automatically install the former.

Once the installation is complete, you can see the document by entering the directory /usr/share/vim/vim74/doc . Like under Windows, it's not much to say.

Note: These help documents (Usr_xx.txt), in other editors, are plain text, and the layout is a bit messy when viewed. So recommended in VIM view, neat structure, color clear, but also to watch while practicing, how good!
