The former emphasizes what we want to do, and the latter emphasizes doing. We know that there are many methods to accomplish one thing. Sometimes we can quickly think of a method, so we are anxious to write it. This is a normal logic of thinking, but for complicated things, we must follow the principle of division and combination.
In project management, WBS is mainly used to ensure that the project is doing the right thing. As for how to make things right, we can solve things more in the definition of activities.
The previous WBS determined that we were going to deliver lanes. We could either do it ourselves or subcontract it to a specialized road-building company. If it is the former, it may be more appropriate for you to build a driveway. If it is the latter, you only need to propose the level, budget, and time required for building the driveway, the rest are handed over to outsourcing companies.
Let's take a look at another role of WBS, that is, it is used for verification scope, that is, acceptance. If you are a customer, you and the PM of the supplier will go to the acceptance site, and people will tell you that I am "Building lanes" and I am dizzy.
Let's take a look at the management scenarios. Two reports from PM and their managers:
A: Boss, we have built the driveway. Boss, it takes 10 thousand lanes. Boss, it takes 12 days for the driveway.

In the case of WBS decomposition, its elements should adhere to the use of deliverables. That is, the form of nouns for decomposition. Instead of using activity-based methods.
