Why can't I create a subsidy account in iTunes? Has iTunes canceled its subsidy account?

Apple released a file saying that by Wednesday (April 13), users will no longer be able to create new iTunes subsidy deposit accounts, and their existing accounts will also officially stop providing services on July 22, May 25, 2016. After January 26, May 25, unused subsidies in the current account will not disappear out of thin air, but will be transferred to the basic iTunes account of the recipient for normal use.
